We oppose any expansion of vouchers—whether in EdChoice (Senate Bill 11) or in a Backback Bill (an education savings account [ESA] universal school voucher program)(House Bill 11).

The Ohio House Primary and Secondary Education Committee has continued to hold hearings on HB 11—the Backpack Bill. This version of voucher expansion did not make it into the House Budget. The Ohio Legislature does seem determined to expand vouchers this year, however, and the House Budget (HB 33) passed on April 26 would expand EdChoice Vouchers by making them available to families whose income is 450 percent of the federal poverty line. The Ohio House passed its House Budget Proposal, HB 33, and sent it on to the Ohio Senate for consideration.

HB 290, the Backpack Universal Voucher Bill, was not considered by the 134th General Assembly by for a vote.  A similar bill will likely be introduced in the 135th General Assembly and considered as part of the FY 2024-2025 state budget.
